As a retired military senior officer, I have enormous respect for General Livingston who I pleasantly know from a distance. I fully trust his well-reasoned opinions just because they’re his opinions.

But I’ve also had the pleasure of meeting this young lady a few months ago at a military event, and I’m as impressed as General Livingston by her intellect, experience and plans for fixing SC’s poorly performing schools.

Someone has complained that she didn’t have the same administrative experience as others in this race. That’s her great strength because, unlike the other candidates, she’s the Superintendent candidate with proven, public school classroom success rather than in administering bureaucracies. She knows education from the inside out, not from the outside in.

Ms. Payne is a motivator and a dynamic leader. Like all great leaders, her enthusiasm for mission accomplishment is contageous. I’m with General Livingston, a rare national hero, in supporting Ms. Payne.

She is a teacher working in the K-12 trenches every day, and she understands how inadequate our education system has become. Some of our graduates leave the system with “empty” degrees that do not help them in today’s world. Ms. Payne will help turn that around by working to re-direct funding support for teachers and their classrooms and by emphasizing a back to basics approach. Our State’s future depends on improving our education system, and Ms. Payne has the leadership skills and experience to lead that effort! General Livingston has it right!
