		<description><![CDATA[Thank you, Garnet Spy, for recognizing such a great American. As a retired military senior officer, I have enormous respect for General Livingston who I pleasantly know from a distance.  I fully trust his well-reasoned opinions just because they&#039;re his opinions.

But I&#039;ve also had the pleasure of meeting this young lady a few months ago at a military event, and I&#039;m as impressed as General Livingston by her intellect, experience and plans for fixing SC&#039;s poorly performing schools.

Someone has complained that she didn&#039;t have the same administrative experience as others in this race.  That&#039;s her great strength because, unlike the other candidates, she&#039;s the Superintendent candidate with proven, public school classroom success rather than in administering bureaucracies. She knows education from the inside out, not from the outside in.

Ms. Payne is a motivator and a dynamic leader. Like all great leaders, her enthusiasm for mission accomplishment is contageous.  I&#039;m with General Livingston, a rare national hero, in supporting Ms. Payne.]]></description>
